Wind chill warning for City of Winnipeg
Wind chill values near minus 40 have been reported over numerous locations across southern Manitoba this morning. Wind chill values will moderate this afternoon however extreme wind chills will redevelop overnight and persist into Friday morning.
An Arctic airmass has produced temperatures near minus 30 across most of southern Manitoba this morning. The cold air combined with moderate winds of 15 to 20 km/h are producing wind chills in excess of minus 40 this morning. As temperatures moderate wind chills will fall below the warning criteria of minus 40 this afternoon. Colder temperatures are expected overnight and Friday morning consequently extreme wind chills of minus 40 to minus 45 will redevelop late tonight and persist into Friday morning.
High risk: exposed skin can freeze in 5 to 10 minutes (so don't stall your car).

I've been trying to tell people this for years. They always come up with some excuse about how the love the swarms of mosquitos, or how the cold really isn't that bad. It's bad. It sucks.

Good news for you - my parents seem to have notoriously bad luck with weather and are headed this way on Tuesday. Expect your temperatures to soar and a wicked cold front to hit BC.
Erin - Yes, we do still go out in this kind of weather, but not usually for any frivolous activities. School is cancelled throughout the Province (they don't run the buses once the windchill hits -40). People go to work, with their fingers crossed that plugging in their car will start it later on. Then we all head straight home in the evening, and stay in all night!
